Help with Terry Filter (fwd)

Subject: Help with Terry Filter

I've been trying to adjust the spark gaps on my Terry Filter, and had 
some questions about what to expect from including the Terry filter in 
your circuit.

Gapped this close, but still will not spark at 15Kv:

With the main spark gap:

Initially I gapped the three spark gap electrodes without any of the 
resistors or other electronics connected, and came up with about 7-10mm  
gaps to handle 15Kv.  When I attached the Dale resistors and the arrays 
of caps, resistors and MOV's, these seem to draw off any voltage, and 
even setting the gaps at around 1 mm, I don't get a discharge (just some 
buzzing) at 15 Kv.   Nor can  I get any discharge from a simple 
connected spark gap (picture)

I'm assuming that something in the filter is drawing off the current, 
and that in fact, the coil will not work with the Terry filter attached.

Can anyone tell me if this is normal behavior; or whether I have a 
problem with my Terry filter electronics.
