I would mount the spindle in a vice so you can push the toroid around with
one hand, whilst smoothing with sandpaper with the other hand.
Makes one hell of an almighty mess, but it will eventually leave you with
mostly smooth areas, and the shallow areas can then easily be seen and
filled with more filler, before sanding again.

There are lumps throughout. Not very pronounced, but they're there. After a
few coats of lacquer, do you think the surface would still be uneven enough
to be noticeable through the tape? I'd give it another day of TLC, but I'm
pressed for time. I'll be using 1" strips by the way.
Any advice on applying the tape? Stick the ends and wrap around, or work
from the side inward? Anything helps.
