In my experience with working with oil filled secondaries, there are very
strong and unique electrostatic properties imparted to the plastic and oil
coil housing.

Tesla coils can be detuned such that they produce huge sparks, and that is
what most people here attempt to do.  It is like making a good squirt
nozzle for a hose in order to get the longest stream of water.

Tesla coils can also be tuned to keep nearly all the energy in the
secondary.  This results in the accumulation of power in the coil, and
which produces a very strong E field.

The oil filled jacket around the coil becomes the dielectric to a very
strong capacitor.  However, the "outside plate" of this capacitor is
everything that comes near the jacketed secondary.  Even when the coil is
turned off, the dielectric maintains the E field for a long time.  This
strong electric field is quite interesting and fun to investigate.
