I'm not sure that making a cap out of Styrofoam cups is a good idea. Without water or oil to displace air, you're going to get very heavy corona everywhere, and Styrofoam will not endure corona for long before it melts and shorts out. The cup thickness won't matter as far as corona goes. Better to just stick with glass.
The salt/water ratio is easy. Just make a mixture and dissolve as much salt in it as you can. It's OK if there's undisolved salt at the bottom.
