Try to fix it.  What have you got to lose?  A couple of coats of acrylic or polyurethane varnish may be all it needs.

I once rehabilitated a filthy, pitted, peeling piece of crap secondary.  I removed loose flakes of peeling varnish, cleaned it with isopropyl alcohol, then applied two or three coats of oil-based, polyurethane clear spar varnish.  The reconditioned secondary looks and works fine.  I'm glad I didn't needlessly throw it away.
