Sounds like you are not in true resonance between pri and sec.
It's very possible you have too few primary turns to hit resonance. Use
some scrap wire --- set up approx 20-25 turns and then try your tuning
efforts again leaving a sharp pointed wire sticking off the toroid. Keep
your max variac setting to 30-40% during these tuning sessions --- never run
it all the way up or you could damage something.
The 0.1 uF value sounds very high for a saltwater cap bank. Take a few
bottles to a local tech college and have the electronics instructor test one
for you with a digital capacitance meter. If you live in a larger town with
a university, someone in the research dept would also have a cap meter to
help you test it. Knowing your exact cap value you can use JAVATC to dial
your coil in.
Be sure to use a Terry filter to prevent damage to your nst.
Your can go online free and use Bart Anderson's excellent "JAVATC" program
to run all the parameters of your coil. It is very accurate and will show
you exactly where your error is.
