Uhhh.. I don't think so. The word tesla never appears in the FCC
regulations.
(It's easy to find out... there is a search engine)..
As to damped wave (type B ) emissions, it comes up many times, among them:
47 CFR 2.201 (f) Type B emission: As an exception to the above principles,
damped
waves are symbolized in the Commission's rules and regulations as type B
emission. The use of type B emissions is forbidden.
47 CFR 15.5 General conditions of operation.
(d) Intentional radiators that produce Class B emissions (damped
wave) are prohibited.
and so forth... Note that these regulations only apply to "intentional
radiators".. and unless you are trying to make your TC radiate (i.e. an
antenna, etc.) you're not really subject to them
