I have a 120 volt, 5,000 watt Luxtrol light controller that I use for ballast
(primary current limiting) with my 14,400 volt 5 kva pole transformer.  Yes,
they can be used as a standard variac.  You probably want a 240 volt variac
rated at 30 amps for primary voltage control.  I run my transformer at 30 to 35
amps of primary current using a 240 volt, 28 amp Powerstat variac.
