Jim,
 What kind of caps are you using? If each leg of the nst bank arc solid
to ground, then the secondary should be good. There is a slight chance
that one nst has a "high current" leakage, but?
It sounds to me like the cap may be punching through at the higher
currents and shorting the system, thus the buzzing.
how many turns do you have on your primary? enough to build a salt water
cap of around 15nf, then try it?
You might try putting an amp clamp on one nst hooked to the tank by
itself, then the next one on the tank by itself, then hook both to the
tank and watch the clamp, if the caps short it you should see a wild
spike on the amps.
