You are definitely correct in choosing an inductive ballast over a strictly
resisitive one. Some coilers like to use a resistive/inductive combo to 
ballast their system. That does work and many coilers believe that this
combo gives a smoother output. I personnally can't see any appreciable
advantage to this as opposed to a strictly ind. ballast. Another thing that
I don't like about resistance is that it wasted energy as heat. Mounting
of power resistors requires fire resistant mounting hardware. And last but
not least, since I reside in the southern US, and since my shop/lab is not
climate controled, believe you me, the last thing that I want in my shop,
especially from early May thru early Oct. is additional heat!
