Well..thank you all for the comment about "checking the resistor".
I took the beast into the lab today, and find that my 0.4 ohm resistor
is *really* a 0.5 ohm. At 17V, this is 34 A, and explains why the fuses
last. I still do not trust the reading -as it is  less than 40% of the
dial, but I will see if they'll let me borrow the current probe from 
the lab, and get a calibrated reading that way.
More than one way to skin a cat!
