[TCML] bombarders

Yeah, bombarders work great for TCs, but every time I've priced them 
(used or new), they've been WAY more expensive than almost any other 
comparable scheme.

Potential transformer + ballast
Pole Pig + ballast
Stack o' MOTs
Pallet of NSTs

I'm not sure why, but it just seems to work out that way.  I suspect 
that there are a few people who have scrounged a bombarder ("My dad, the 
neon sign maker, just died, and he has this thing called a bombarder, 
I'll let you have it for the value of the copper scrap")

the variable ballast inductor is actually probably the most useful part.
