When I was a callow kid, my friend's dad had a neon sign shop. Their bombarder was a pole pig with a variable inductor, so I agree with Jim. A 220 volt arc welder (spatter box) with the secondary shorted makes a good variable inductor.

Yeah, bombarders work great for TCs, but every time I've priced them (used or new), they've been WAY more expensive than almost any other comparable scheme.

Potential transformer + ballast
Pole Pig + ballast
Stack o' MOTs
Pallet of NSTs

I'm not sure why, but it just seems to work out that way. I suspect that there are a few people who have scrounged a bombarder ("My dad, the neon sign maker, just died, and he has this thing called a bombarder, I'll let you have it for the value of the copper scrap")

the variable ballast inductor is actually probably the most useful part.
