>From your photo, it appears the primaries are wired in series.  If this is true, then the 120vac is being divided between the two MOTs (60vac each).  This will give no more voltage output than one MOT by itself.  Make sure the primaries are wired in parallel, then place the secondaries in series by connecting the MOT cores together & grounding them.  If the primaries are in phase, the secondaries will produce little or no output.  If the primaries are reverse phased, then the two secondaries will produce roughly 4200vac between the HV output lugs.

BTW, my suggested setup will pull LOTS of current from the wall outlet.  Operation will be measured in seconds if you allow the secondary leads to arc to each other.

Another option is to place the primaries in series, but drive them with 240vac.  This will provide each primary with about 120vac.  This is my preferred setup, as even a light-duty 240v/20A window AC outlet can carry the MOT pair at high loads much longer than a 120v/15A outlet.
