A corona ring around the top of the coil is a good idea, but if it's closer than about the coil radius to the coil end, it should be split so it doesn't form a shorted turn. A 1/8" gap or so does the trick. A toroid should not be any closer than this to the coil end.

Try wrapping several turns of electrical tape around the top few turns, this
may help. Or lower the corona ring (this gives the electrons a "shading"
effect and can help reduce flashover from the top turn as well)

My coil has improved a bit... I switched out the toroid with the original
spherical topload (6" split copper ball), and immediately,
streamer length went to 17 inches.  Only problem is some of these streamers
are jumping off at the upper-most turn of the
secondary...  how do I clear up that situation?  Or can it be cleared up?
