Allow me to substamtiate: (and _demonstrate_, again, the beauty of a well
documented post)
I built a VanDeGraaf generator for the Danish Electricity Museum, and
habitually documented the build on 4HV.

This VDG had a 3000RPM motor and a 4 inch pulley, defaulting to 3000
feet/minute.
This machine charged the belt both on the up as well as on the down run,
as detailed in the original papers by Robert J. Van de Graaff.
At this speed, it charged the terminal with up to 60uA
Just for kicks, I drove it with VFD, up to 7200 RPM, or 7200 feet/minute,
and I was able to observe: the charge density on the belt remained the
same: at that time, it was charging 135uA.

This machine had another novel feature:
A fiber optic link up in the terminal enabled the user to start the
machine herself. This ensured that she is in contact with the machine when
it starts, eliminating the risk of receiving a shock when touching the
terminal.
