Well, air CAN be an insulator, or a very good conductor too, once it reaches
breakdown potentials. Replacing the air with an insulating foam might not be
a bad idea, but probably not necessary.

Considering that air is a rather decient "insulator", I would have
reason to believe that introducing a poly type of material inside the
secondary is asking for trouble.
