Kerosene or diesel are the safest, but extremely slow (need constant agitation to be of any practical use). Gasoline works fast, but is extremely volatile (bad for you, too) - don't use it.

Mineral spirits are the best comprimise, doing a very good job dissolving the tar, but still flammable so you need to be careful when using it (outside, away from your house, et cetera.) Put it in a sturdy container with a lid (allow for pressure to escape) and let it hang out for awhile (check it after a few days).

You'll want to get a pair of "chemical" gloves, the thick ones that go up your arm, and a long apron. You will also want a work surface covered with cardboard and newspapers; you will still get the stuff all over the place.
