I was in a party store a while back and they had what looked like small
conical coil forms. They were kind of like a megaphone and I believe were
made of polyethylene or polypropylene. There are also the old style
megaphones that may be sold at places that sell college "spirit" stuff.
As far as softish coil forms, I've wound kite string on a spool on a windy
day and the spool is crushed by the additive force of each lap. If you
wind the wire on a softish form, be careful of the amount of tension you
use. Each turn adds up and before you know it you can deform the form.
