Hi Tony,
 
Suggestion 1: Start with a Styrofoam cone like they use for small Christmas  
trees. Put it on an axial rod. Wrap it in plastic wrap. Cover with  Fiberglas 
screen and resin. When dry, wind from the small end and coat. Remove  
Styrofoam insert and enjoy.
 
Suggestion 2: Obtain (steal) a traffic control cone from a road  construction 
site. Fit it with a bottom disk and axial rod. proceed as  above.
