My favourite static gap is made from 3 pcs 1/2" by 1 1/2" solid copper stock. 4" long. they are bolted to cooling fins, and ronded nicely on the 4 ends that join to make it a 2-section gap. 
This gap has produced up to 80" arcs to ground on a 4-mot coil.
Solid copper stock rules.

Speaking of which, I'm making a static gap for my small scale TC now. It's a
little 4" secondary with 1700 turns. I was planning on a two gap spark gap
using the those evil thoriated tungsten rods. Any thoughts on the number of
gaps that should be used for best quenching in a little 15/30 TC? For that
matter, is a fan really necessary at this low level?

True from a bleeding edge point of view.
However:
 From an economic point of view, a good mechanical static spark gap
is hard to beat.
