After a bit more research, I found pretty much the same.. pulse to start, then voltage drops..

cheapest I found a metal halide ballast for was 57$, and as far as
modifying not too good they do have a good hi volt pulse to start
the bulb but thats about it. Once the bulb arcs the voltage drops to
about 100VAC at 10-17 amps. keep looking for either Microwave oven
transformers or neon sign transformers...
