Hi Chip,
Your PIG really doesn't know anything about 3 phase. The maximum you
can put across the HV bushings is 7200V (ie from one of the Y phases
to neutral). The utility company normally distributes the PIGs
across the 3 phases to equalize the loads. It is common to see three
PIGS on one pole, each connected to a different phase.

just don't use one legs...I don't think you would even have to feed
it (3) phase. If so, all you need is a (3) phase motor to
