I'm going to second Greg's statement here. As I was reading your post, I 
also did a bit of computing on the coil. I used your bottle capacitance 
against some that I built myself (be smart, get a meter and measure it). 
I really don't think your that far off resonance, or at least in the 
window of tuning with the primary. Depending on the actual toroid 
diameter and center height above the coil, you should be within 11 to 13 
turns. But if that cap is far off what I'm thinking, it could be further 
out there.

Power is not something always realized. You should stop now and check 
your NST and ensure it doesn't have a shorted secondary winding (common 
problem). This will cause half the output voltage and poor performance. 
Check each end of the NST by arcing it to a grounded source. Each end 
should arc at about the same gap. If one end appears dead or only arcs 
at a much smaller gap setting, the NST needs to be repaired or replaced.
