I think Greg is close to what you need , my first coil was a 15Kv30ma
NST , 9 beer bottles in a plastic kitty litter container, my "Kitty Kap"
, 3.5 secondary, not great but it worked. My first gap was tungsten
rods, not so good. Things got better with multi gap copper tube
fittings. That was before I had a way to measure the capacitor, I used 9
bottles because that is what fit the bucket. I think that would work
with your primary and not have to rewind.

I think your coil is underpowered. I think you are
trying to charge too much cap and excite too much
resonator with too little NST. Add another 15/30 NST
in parallel, or else scale back to a smaller coil.
Should you elect to scale back, I would suggest a 4" x
18" primary and a 6nF tank cap (approx 7 beer
bottles).
Bear in mind that I spent all of 30 seconds
contemplating your problem. You may wish to get a
second opinion!
Cheers,
Greg
