I think your coil is underpowered.  I think you are
trying to charge too much cap and excite too much
resonator with too little NST. Add another 15/30 NST
in parallel, or else scale back to a smaller coil. 
Should you elect to scale back, I would suggest a 4" x
18" primary and a 6nF tank cap (approx 7 beer
bottles).

Bear in mind that I spent all of 30 seconds
contemplating your problem.  You may wish to get a
second opinion!
