12 kV figure is open-circuit (no load). 600mA is when it's dead shorted. The 5 kVA is the power after the voltage drop when it's dead shorted and putting out 600mA (8333v). Nst's do the same thing, tho those usually drop to around half oc voltage. You can ballast it more for less current. Or use a variac and run at half voltage/current, tho 6kV is a bit on the low side with 300mA (small gaps get hot fast with that much current).

Just found out the primary and secondary are opposite each other. So this
means it's current limited, right? Now I was wondering if a ballast can be
used to further reduce output current for testing, and running smaller
coils? Also the ratings are a bit confusing. It has 12 KV  out at 600 MA,
but it is rated at 5 KVA. This would be about 417 MA. How does this figure?
