tesla coil urgent help needed

hi guy i really need some help i have made a tesla coil but i cant get any 
output i can get a bit of a tingle if i touch the secondary my setup is as 
follows
the transformer is 15kv 30ma nst the
secondary is 27milihenries with a self capacitance of 4 picofarads the 
primary is a 8 turn spiral primary which has a adjustable tap from turn 1 
to 8 the primary is 46 microhenries  with the tap at turn 8 the primary 
cap  is 4 nf  the spark gap is a richard quick style gag i have tried 
adjusting the primary at diffrent levels but it doesn't seem to make 
diffrence any i deas
