Just keep in mind that there are laws (in Australia al least) aboult what
type of capacitor (self healing Y type) and how much capacitance you are
allowed to connect between line and ground. This is defined as an earth
leakage current limit (at 50Hz).

You can make a line filter pretty easily. I dissassembled one recently
and
all it had was a 6 or 7 turns of wire around a ferrite toroid for each
phase
and then it had some resistors and capacitors passive PFC I'm guessing.
