If the nut and bolt you suggest would be coming through the side of the 
secondary pipe, it may cause problems with attracting corona and arcing to 
the inner turn of the primary, unless it was at least an inch or so below 
the plane of the primary.  My technique is to have a disk or endcap with a 
1/4" bolt in the center of it to provide both mechanical support and
