Submerging the small MMC`s in oil will not help the edge of foil loss, 
since the oil will not be able to get there due to the potting of the 
individual caps.

Circulating currents?. Where does the current circulate?. If it was in the 
oil, and the action is fast enough to be of any use in a pulse discharge 
cap, why bother to use equalizing resistors on energy storage caps?.
