TCs powered by PTs require external ballasts (resistive or inductive one).
My experience : a typical PT is of a small leakage inductance and tesla 
operation charging -discharging on cap may easily result in a spiky high 
power charging action if no inductor /resistor is used.
Not just lowering power factor but introducing dangers along the line.
The worst case acute if ARSG is being used without appropriate ballast for PT.
Speaking of power factors.
-with inductive ballast and pps=2*Fmains max power factor is limited to 
about 94%
-with DC charger used as psu max power factor possible is about 90%

The other side of the coin:The highest power factor doesn't often mean the 
highest economy and the highest power throughput.
