For a low-powered coil like you are contemplating I
think the 4.5" pipe is a better choice. The resonant
cap size for a single 12kv/30ma/60Hz NST is 6.6nF
(.0066uF, 6600pF). I've measured the capacitance of a
few 750ml wine bottle and found them to be in the
range of 1200-1700pF each, depending on the bottle. My
first-ever saltwater cap used four 750ml wine bottles
for 6nF. These were clear, uncolored glass with
straight, parallel sides, abrupt shoulders, and short
necks. You can see it at:

4 or 5 wine bottles in parallel should do the trick
for you. The exact capacitance value is not critical,
and capacitance higher or lower than the resonant
value are capable of providing satisfactory
performance.
