The caps are discharging back into the transformer. This does not mean you
can "touch them all you want". A shorted secondary in the xfrmr or a loose
wire can leave the caps charged. Even if your system is completly safe (and
it isn't, none are) bad habits are hard to break. I am so used to
discharging caps after I use them that I don't even think about it, I just
do it. Mind you, I have been lit up by a cap before, and once bitten, a
million times shy, in this case. I have bleeder resistors on all my HV caps
and I *still* use a chicken stick to make sure, every time. I even store
hv/large caps with a jumper across them, I've had them pick up charges from
dialectric memory and from playing with other devices close by.
Sorry if I am coming across as a wet blanket/grandma, but I recently
witnessed the effects of a severe HV shock. Not pretty at all.
