you are on very dodgy ground here no pun intended
do not even risk touching it .
how much effort does it take to short it ? less effort than your relatives
having to arrange a funeral
dont get careless something only has to change one day and that cap might be
live then another person goes on to risk the continuation of a very
sensitive hobby
oh and by the way i wouldnt get in the habit of shorting caps but rather put
some resitance across to safely bleed the energy away
