NST vs MOV vs Pole Pig

Understanding the differences, advantages, and disadvantages of each,
I'm after a diffinitive answer (if there can be one).

Using NST's with Terry's filter and a safety gap across the capacitor,
are the NST's going to last many hours of service?  If not I'm better to
put the cost of the NST's and the filter into building current limiting
ballast and one of the other options.

This game would be a lot easier without a constricted budget.
