           You might want to contact cplyler-at-i-america-dot-net  (Charlie 
Plyler)  whose group conducts experiments in earth transmission of signals.
His 
group ELFRAD listens to signals from the earth using various types of ELF 
antennae (buried stakes km apart, etc.)  Among the topics of interest to them 
is listen for electrical signals from fracturing rocks preceding earthquakes. 
But I think they are also interested in signal/power propagation.
