That is supposed to be the "output" of the NST.  The filter goes to the
high voltage side.  Maybe a typo...

My filters are slightly different than the schematic.  I made them
specifically for those coils where the schematic is universal for any NST.

Does it seem to be shorting the NST?  Maybe some ohming around will find
it.  I can't think of anything that can go wrong...  Each leg should only
see the 60Meg ohms from the resistors if your meter goes that high.
Everything else should look open except the resistors.
