   gary,
          for the most part polycarb will glue like acrylic but slower. 
some sheets have scratch resis. coatings that will mess interfere with
adhesives. IPS is the king of plastic bonding cements.
#3,4,10,16,1802,28,and 40 are some of there call outs that should work.
beware,there are many other materials that can look and act like
polycarbonate but may not react to solvents and cements like
polycarbonate. pet,petg,impact modified acrylic(plexiglas dr),ect  are a
few of the common ones. even nylon can be had in clear!
use can use the flame test:should burn sooty,bubbly,will char. should
self exting. fumes should have slight phenol order/aromatic black
smoke,orange flame. material will be unbreakable.
trade names tuffak,lexan,hyzod.
