The taps are to adjust the voltage output of the transformer. Taps are used
to compensate for voltage drop on the power line. Some transformers have 75
taps on the primary coil.
Ask the guy what the primary and secondary voltage is. If the primary is
14,400. plus or minus a few 1000 volts and the secondary is 240 volts it
will work fine.
Also if the primary is 26,000. volts + or - and the secondary is 480 volts
you can connect it to 240 volts and get 13,000. volts on the output.
Find out what the voltage rating is. If the guy doesn't know, have him
connect 120 VAC to the HV terminals and check the voltage on the secondary
with a volt meter. Output should be about 2 volts if its a 14KV transformer.
This is not very accurate but it gets you in the ball park.
