If you don't plan to take the core apart, use epoxy.  We work on a lot of golf
car chargers (36 volts at 30 amps) and use epoxy to fix the loud ones - which
is caused by loose laminations.   These transformers have very large cores and
would probably be good for re-winding to make a high voltage transformer.  I
would guess you could get 1.5 to 2.0 kva out of one of these.
