You already have the plates on both sides that is if you are using
double sided 
circuit boards.  You would have to trim back the copper around the edges
of the board, but after that, no problem, unless fiberglas is lossy?

	Several years ago I picked up a bunch of 10" x 12" 0.032" two-sided 
copper-clad glass expoy sheets.  As an experiment for possible TC use I
etched a 1" band around the edges on both sides, and then measured the Q
at 200 kHz.  It was only about 30, so abandoned the whole idea.  If I
could find one of the test samples (I know they're around somewhere, but
my shop is like most others and a bit disorganized) I'd post the
results.
