There is a recc. insulation thickness for the wire of .024" in order to
handle 3Kv... I can only find Belden up to 1000v...(unless i want to jump
to their super pricey stuff.) If I place a dummy wire between windings, to
space the windings out, then remove it after the winding is done (thus
doubling coil length) will this be sufficient to prevent arcing?

As Richard Quick would probably say:
STOP!
You are probably calculating the potential difference between windings
to arrive at this value. Don't worry about it. RQ recommends double
formvar coated magnet wire (22ga for 6" diameter form) for the secondary.
While you may expect this to break down, if you seal your secondary
after winding, you should have no trouble. This kind of break down is
not very common on a properly tuned coil (note the properly tuned).
One of the most important things about the secondary is to get enough
inductance. By space winding, you will be denying your secondary the
inductance that it needs.
Do you have RQ's 4-part postings on coil design? If not, I can
send them to you.
