Gene,

It sounds like you have a dual high voltage bushing terminaled, 25
kVA rated transformer. As others have already stated in response
to your initial post, you MUST ballast your 240 volt input to it to
be able to short the high voltage output without immediately tripping
your breaker. However, you can hook it up to 240 volt input with-
out ballasting the input as long as you do not short the high voltage out-
put, IF your transformer is "good". Of course, not being able to short
(spark) it ain't no fun, is it?

It sounds like that you don't have a lot of previous experience with
pole pigs. Let me strongly encourage you to be VERY CAREFUL
as the voltages generated by these transformers is EXTREMELY
LETHAL! You're not dealing with a run-of-the-mill NST or OBIT!

You should have 3 low voltage bushings on the side of the tank.
The two outer LV bushings are for the (ballasted) 240 volt input.
There will probably be a copper grounding strap from the center
LV terminal to the side of the tank. Remove it and leave the center
terminal open. To properly test it out, hook a ballasted 240 volts
(you can even use an MOT, with the secondary shorted, in series
with the 240 volt input to ballast it if you have nothing else, just to
test it out). Once you've got a ballasted 240 volts going into it,
carefully short the high voltage "rabbit ears" bushing terminals to
each other with a metal wire or strip on the end of a heavily insulated
plastic pipe to see if you can draw any kind of arc.
