Trying to make sense of the primary configuration as stated:

This is how I see it from the description above:

The Os denote the high voltage terminals of the NST
The *s denote connections
The 3s denote the primary windings

If I've got this right, then what you have is the classic equidrive
configuration, except for the RFC attached to the center tap of the primary.
I can't imagine what that could be for, and suspect that may be a problem in
itself.
