Well yes.  I was thinking I could adjust phase angle for the peak of the
sine wave, and then adjust firing voltage by adding gaps.  I've got four
stationary electrodes on each of the two stators, so I can have up from 2 to
8 gaps in series.  If the transformer that Mike H. generously donated works
out (I've yet to determine its power capability), I will be running at 22kV
(31kV peak), so it may be nice to have those extra gaps.
