Your starting point will be finding a suitable HV transformer (if you're doing a simple spark gap based coil). If you're in the US, Neon Sign Transformers (NST on the list) are easiest. Although these days, brand new ones tend to have GFCI's built in, and lots of neon signs are being replaced by LEDs.

There's also (for a small coil) the Oil Burner Ignition Transformer (OBIT).

You might also start looking at capacitors. The absolute cheapest capacitor is what's called a "bucket cap" made of beer bottles salt water and a bucket. A pain to move around to be sure, but sure is cheap.

Find a spreadsheet or tesla coil design website to help you with the basic design - ask on the list for help, too. We've all been there

You'll need to decide on some simple things - how big a diameter and length for the secondary coil is really where most things start.
