As far as Tesla was concerned, the 142 foot mast was functional. It was
not an antenna. It was a scientific test to measure capacitance. As you
pointed out, it was made of iron, so its not ideal for RF or electrical
work.
He did several tests and came up with different capacitance on November
5,6,7th. The final measurement came in at 342 picofarads.
So all one would have to do make it functional (aka achieve resonance) is
to tune the tank circuit, just like we are already doing on any normal
coil today.
