You didn't mention where you were located.
You are looking for magnet wire, ideally "double-build, 200C, inverter
grade magnet wire". This particular wire has a tough, two-layer
insulation structure that is corona-resistant and is ideal for winding
reliable Tesla Coil secondaries. And yes, most coilers also coat the
completed winding with multiple layers of clear polyurethane, or a
two-part clear polyester or epoxy coating that creates a rock-hard
protective layer. This prevents physical damage as well as protecting
the winding from flashover damage.
Possible sources are motor or transformer rewinding companies, or wire
suppliers. Google "magnet wire suppliers" and your country to locate
possible suppliers.
