Just a very poorly designed tesla coil. Not at all efficient but enough to light a lamp. Here is one place to start - http://deepfriedneon.com/tesla_frame0.html I am sure other people can recommend other sites that are just as good Don't worry about being inexperienced - we all have to start somewhere. The design is very straightforward so if you start with one of the online calculators, you will have a significantly greater chance of success on your first coil than if you just start throwing stuff together. Be sure to plan to use either a beer bottle/salt water capacitor or an MMC. There are some other kinds of capacitors that absolutely will not work even though they seem to have the correct capacitance and voltage ratings.
